Notice of Request for Proposals
for Lockbox Banking Services

The Alabama Department of Insurance (DOI) hereby gives notice of the issuance of a Request for Proposals (RFP) for qualified respondents to provide the DOI with professional Lockbox Banking Services.
A contract is contemplated to be awarded for the term July 1, 2008, through June 30, 2010.
Responses to the RFP must be received not later than April 25, 2008, at 3:00 PM CDT. Each response should be made up of three individual files, as follows: The RFP, the exhibits to the RFP, and a Disclosure Statement. All three documents must accompany any response.

Question: How important is it for the lockbox processing site to be in Alabama?
Answer: There are three general qualifications set forth in paragraph 2.1.1., one of which is paragraph 220.127.116.11., which reads, “Must maintain a principal office in the state of Alabama.” Failure to satisfy all three of these qualifications will disqualify a proposal.
Additionally the requirements for Lockboxes 704 and 922 as set forth in Exhibits C-3 and C-4 require the bank to “Forward to the Department … all turnaround materials via courier for delivery to the Department by 10:00 AM the next business day.” While this service perhaps could be performed by a bank in another state, it would have to be very close to the Department for this service to be economically feasible for the bank.
Question: What are Non-ACH items processed? Is this checks processed in the lockbox?
Answer: As used in the pricing form in paragraph 4.3 of the RFP, “Non-ACH items processed” refers to checks processed.
Question: Can you please explain Exception Handling?
Answer: As used in the pricing form in paragraph 4.3 of the RFP, “Exception Handling” refers to documents received in the lockbox which cannot be processed. This matter is generally referred to in paragraph 7 of Part B of Exhibits C-1, C-2, C-3 and C-4.
